I've tried nearly everything and I'm not a novice in networking computing - for me it seems, that there're massive problems on Apple Servers at the moment in delivering the content.

Do it in smaller sections to make sure you have enough space. Usually, you need more space than what is indicated, because Logic first downloads the installer files that includes all the sounds , then copies the files to its final destination at that point you have the files twice on your drive and after the successful installation, it will delete the installer file, freeing up the disk space.
